The DfT are now rolling out across the country a trial of new legislation that will enable ordinary drivers to readily identify drivers of low IQ who, by the nature of their lack of brain power, are a potential hazard to other road users. Drivers with sub-normal IQ's will be required to display a visual indicator of their stupidity affixed prominently to their vehicles.

This indicator will consist of a white rectangle of plastic with a red
horizontal/vertical warning cross. In some cases the word "England" will
be imprinted on the indicator to remind the driver of the car where they
    live.

The indicator may be affixed to a small pole jammed into a window or
displayed prominently from a car aerial, in cases of gross stupidity
more than one indicator will be required. In extreme cases the abode of the
driver may also be identified by a much larger indicator draped from a
    window.

This trial is going on now and is scheduled to last for the rest of June
and possibly longer. The uptake of this new indicator scheme has been quite
good to-date with moronic drivers buying into the scheme in their thousands,
the self selection element of this trial is making it particularly effective.

We hope that the vast majority of ordinary drivers are finding the scheme
beneficial in aiding with the identification of morons on the roads.

    And how true it was....

The worst I saw was a white corsa... Not only did it have 5 or so flags, but the owner had got some red insulation tape and... you get the idea.

actually i think there was a previous scheme in place which although not widely publicised did seem to work quite well. The identifying mark was a blue and white propeller logo on the front and rear.
    cheers
