    I keep reading about 'snubbing', what is actually meant by this??

    by the way they are caps in parallel [normally with] diodes

    You place them around semi-conductors (like Zanash said, usually diodes) to protect it whilst it switches. As they switch at high frequency they can generate voltage spikes, you place the snubber over it to absorb the spikes.
