The easiest way to be 100% certain is to never visit click on the URL, if you are unsure go to paypal and if there is no messages on that you can assume everything is fine :).

I get these all the time, they are just pishing scams. Of course with decent email clients you can get the IP address of the sender as you can see the email header with this you can be 100% sure it is a scam and easily report it.

Hmm yeah I had a similar one to that recently. Obviously I was suspicious but it was actually quite good and took me a couple of minutes to confirm it was fake.
I do feel sorry for people not aware of these fake emails because they are sometimes very convincing.

I've had loads of the paypal ones recently, some are fairly well done. I think the most convincing one I received was one that claimed that a payment had been made from my paypal account to some individual I'd never heard of for some ebay item as my immediate reaction was 'I didn't buy that!!' - it took me a while to suss that my ebay id was not mentioned etc and that it was a load of b*ll*cks. I forwarded it to ebay/paypal (ebay now own paypal incidentally), but I guess they're inundated with such mails!

I recieve loads. Even before I had a ebay or paypal account I was getting them!

Also recieve a few from various banks saying my account is at risk. I don't have accounts with any of them.

I don't even bother looking to check if they're legit now. Straight into the bin.

I'm sure if something was wrong, i'd be told when logging into my account direct through the website as usual.
