You'll struggle to borrow money against property thats in need of repair Im afraid. There's parts of Little Lever and Radcliffe which are okay.....

 

Take a look on the Andrew Kelly Site. There's one there in Newbold Road near Rochdale and Milnrow. 5/10 minutes on a bike from Milnrow station which will become Metrolink in a few years time, and it will be pretty quiet.
In Cowell and Norfords one on Sarah Butterworth Street
In Adamsons there's one in Wardle, near Smithy Bridge train station, that one's £77,000 but I dare say you might beat them down.
There's plenty out there if you look for it. Me I'd have a look at that one in Newbold, if it's where I think it is, it's in a lovely spot with a dodgy address
