What your neighbours do is not your responsibility. Sounds very much to me like the insurance company is just trying it's luck by thinking up any excuse it can. Send them a threatening letter from your solicitor to the effect that you complied with all of their conditions and are in no way liable for any actions or inactions that your neighbours may have taken with regard to security and you expect to recieve full compensation for all items.
